The Association was founded on June 14, 1898, making this certificate an early issue. The money received from the sales of the certificates was used to purchase the Betsy Ross House and to open it to the public.

The center lithograph picture titled "Birth of Our National Flag", includes likenesses of General Washington, Hon. George Ross, Robert Morris, and Betsy Ross. The left picture depicts where the first American flag was made, and the right depicts the grave of Betsy Ross. The backing of the framed picture is wood with the original paper cover mostly intact with some tearing and discoloration. The sticker states the framer is F. Pulaski and Co. Philadelphia. The certificate itself was manufactured by H.A. Thomas and Wylie Lith. Co. NY.
